Blows cold air on driver side and...

when you operates the heater button worm water of your engine's water jackets enter to the evaporator locates inside your A/C blower & air flows through it & air becoming worm. Therefore I proposed you to check your vent linkages for vent doors inside the blower unit.

Usually a sign of a blend door problem under the dash. The blend doors direct air thru the heater core and the evaporator core depending on the temp setting on the dash control.

Check this for 1999 Land Rover Range Rover County 4.6 liter V-8

blend motors £340 on ebay and he travels anywhere in the country

this is cauased by a low coolant level in the engine or a leaking engine cylinder head gasket, has this been checked?

either the heater rad is chocked up and its not hot all over,or its a flap opening problem

Low coolant through the heater core. Yes it could be the theromostat. 

Almost certainly blend motor failure. The heater matrix has several blend motors which divert hot or cold air the vents you select. The problem is, the buggers fail. Their £200 each and a nightmare to get to. Unless you actually want to remove your entire dash i suggest you put up with it. I understand a garage will charge about £1500.
