Flashers have a fuse that goes bad from time to time. Your local auto supply house usually stock them inquire about it and get information on its location. It is usually fastened ot the steering column under the dash. I hope that this solves your problem.
Ken, Flasher relay is located under the dash, beneath the radio, in a black plastic cover. turn your signal on(if working) and you can feel it ticking. It is the BL"UE relay. hope this helps.
Replace the flasher module is what I'd do. Turn signal flasher location
Remove panel
covering fuse box, next remove the screw holding the heater duct work extension,
with the duct work removed you can reach the flasher box cover by reaching up
under the dash, remove cover from the box, then remove the flasher, the heavy
duty replacement flasher is "taller" and the cover will not fit over it, reverse
to close
The turn signal flasher assembly is located under the driver's side of
the instrument panel, on the front of the fuse panel for the 1997-98
F-250HD, F-350 and F-Super Duty models and under the center section of
the instrument panel in the relay/flasher block on all other models.
Also can review the 1999 Ford Expedition Owners Manual (page 132 for Fuse Panel Description); this is in the position 23, 10Amp (Turn/Hazard Flasher and others).

Typically the location is the fuse box. check your manual.
but more importantly, what are you trying to solve. If signals work correctly in one direction but not the other the issue is NOT the flasher. Typically the issue is not the flasher, but rather some light or grounding issue...test carefully
