most dome light covers (if rectangular) press in on the long sides to release the holding tabs . If round it push up and turn as the tabs may be in grooves.
It is possible the bulb in the dome light is burnt out or there is a bad connection @ the bulb. That is at least where you start. you will need to remove the dome light cover & wiggle the bulb while the door is open, or best to have two doors open to remove the possibility of a faulty switch. If it still doesn't flicker or start to work remove the bulb & inspect it to see if the filament is broken. If you can't tell best to replace the bulb & try again.

first check your fuse and your button that works your dome light roll it up and see if they come on if neither you probablly have a wiring problem or blown bulbs
check your dome light override switch on the dash. make sure it is not locked into the "always on" mode. check you owners manual if you need help locating it.
the lights are controlled by a module, it is the DRL module, replace it. also try this
On the inside of the car next to the light switch there is your dome light button. GM made it to where you could turn off the daytime running lights by pushing it three times in and out. Turn the vehicle on then do this. Your daytime running lights should work after this.
