your starter solenoid is located on your starter you have the main body of the starter that bolts up to the transmission but the solenoid is the little thing on the starter that has a ground that goes to starter case and your starter wires hook up to the pos. and neg. terminailes the thing your wires hook to in a nut shell is your starter solenoid

It's probably your starter solenoid that is stuck on. Older fords had this solenoid or relay located on the passenger fender apron, but I think on your '95 model, it is located on the starter motor itself.
There are copper contact points or buttons inside the solenoid. Yours must have stuck together. Pretty simple fix: pull the starter off and change the solenoid.
That issue isn't a solenoid, that issue sounds like a starter. The solenoid is integral into that starter for that year/make/model. If he's getting a click, then that says to me that power is reaching the starter, and the internal starter solenoid is opperating. However, it also ays that the starter bendix is not engaging.
I would remove, test, and if bad, replace the starter.

The starter solenoid is located on the starter. It looks like a miniature version of the starter which is attached to the starter. The starter relay, however, is located in your engine compartment on the passenger's side under the black box which also houses your cars main computer. This black box is located towards the back of the engine compartment (close to the windshield) on the passenger's side. There are 4 philips head screws which hold it in place.
