I got locked INSIDE my 2001 Lexus LX470 today. I

I got locked INSIDE my 2001 Lexus LX470 today. I was sitting in the passenger seat, my husband got out before my as I finished a phone call, he hit the lock on his remote and when I tried to open the door a few minutes later the alarm went off and the door would not open. Every time I tried to unlock the door manually it would automatically lock itself again. This seems like a safety hazard. Is this a malfunction? I bought the car brand new and have never encoutered this before.

This is the anti theft function working as it should. Your husband needed to override it with the key. The command told the car to lock down. Because the key was not in the car the anti theft set off the alarm and locked down the engine as well.
This is exactly what you would want the car to do if you left it locked on the street with your windows down while shopping. Otherwise someone could reach in the window, unlock the door, slide in and start hot wiring the car.
These lock functions are programmable and can be changed at the dealership.

Fuel pump replacement

1. Release the fuel pressure .
2. Remove the rear seat ,rear door scuff plate ,step plate ,rear seat lock cover ,rear carpet and cover plate on floor panel for access to electrical connection for fuel pump .
Disconnect electrical connector from top of fuel pump .

From here you can remove the fuel pump unit .

1999 Lexus LX470 Steering Column Lock Assembly:

I'm in the middle of repairing this right now on my 2000. I noticed that in addition to the two anti-theft bolts that need to be removed, there is another bolt on top of the SCLA that when screwed all the way in, is supposed to align with a hole in a rotating assembly that is inside the steering column. I believe that if this is not aligned, then it won't hold the lock in place and when you turn the steering wheel you might get the behavior that you are seeing.

I cant find my starter motor on my Lexus lx470 1999

Lexus lx470 1999 Starter

Look at the "rear" of the engine where it joins the transmission. Follow the positive cable from the battery to it. Cog with the 'teeth' you see engages the flywheel to start the motor.

My information shows that your vehicle has High beam lamps and Low beam lamps .. they are different . which one did you buy?

Something is broken inside ignition switch housing.

The ignition crank shaft is broken inside the Steering Column Lock Assy. You will need to buy a new assy (cost appr. $202.21) and 2 steering lock bolts (cost appr. $4.96 ea) at a Toyota or Lexus dealer. Call either dealer for best price and availability. To replace you'll need to remove the black snap-on panel below speedometer then remove the screws securing the driver side dash. Behind the dash is a steel plate. Remove that and remove the steering column covers by turning the steering wheel to access the screws. You'll see that the SCLA is secured by 2 break-away bolt (this is an anti-theft feature). Use a dremel tool with cutting disc to make a notch in the screw head to remove with a flathead screwdriver. If this doesn't work your other option is to cut the bolts where the assy bolts together. Remove the broken SCLA and remove the key FOB and install into new SCLA. If your mechanically incline this should take about 2-3 hrs. and save you $300-400 in labor cost. Part numbers are same at Toyota and Lexus dealers.

The two side seat belts for the rear passengers will not tighten back up. Lexus dealership will charge $645 to replace both. Is there a less expensive simpler way to replace these?

not to sure if they sell them in shops but it should only be the springs so if they do sell them price them up and it should be cheaer, not 100 percent on that tho.
