I think some air going into fuel system.Need to put some compressed air in fuel tank and check for leak.

2005 peugeot 206 sw 1.4 diesel has gone into limp mode

to help you with that problem is the check engine light on? if so there will be a fault code logged in the obd system so you need someone with a obd code reader to get the code out then thats the clue to the problem but the most likeley cause (espescially if its a turbo engine) is air leaks in the induction system

My hiace turbo turns over ..but is very sluggish until it heats up a bit..then seems to run fine...im thinking glowplugs..

not sure of what you mean
glow plugs are there to assist the instant start of the diesel engine
it will wind over well without the plugs operating but takes longer to heat the compressed air in the cylinders to fire the diesel being sprayed in
if it starts and is still sluggish to respond to the accelerator , that is a different problem to the glow plugs
I'm thinking low fuel pressure if common rail diesel and bad injectors squirting and not atomizing
have a proper diagnosis done by an accredited professional diesel repair shop

the starting problem has nothing to do with a new exhaust system being fitted,, it could be the car alarm cutting off the fule pump though,,, try reseting the alarm it may have been upset by the work done on the exhaust,,,

In my opinion cut off problem occurs if engine is not getting sufficient fuel and/or air. Clean the air filter, turbo filter and fuel filter. Check the continuity of diesel flow from filter to hdi pump. If you haven't found any problem there then the possibily the hdi pump and injectors section needs to be checked. If the car has done more than 100000 miles then clean inlet and outlet manifolds including check of turbo and EGR valve. Do everything whatever possible before you take your car to garage. If there is no luck then let your car diagnosed and check any error code recorded by ecu.
