91 chrysler new yorker. When driving down the freeway the car starts to decelerate even while pressing the gas pedal. I have to pull over and wait for 10 minutes or so and the car will start right up and drive. Thus far the car has not shut itself off while acting up in idle position. I have changed the plugs and wires and the fuel filter.

when you take your foot off the gas and the car stalls indications are an air leak in one of the hoses.although it could be several other things its worth checking out.(poss a servo air leak...)
I would start with a new fuel filter, all indications by what you're describing sounds like a fuel filter. Try that first. Then if it hasn't been tuned in awhile - that would be a good idea too.
Check the stop light switch down by the brake pedal. there's 2 wires going to the switch. when the pedal is pressed the little button on the switch comes out and causes the brake lights to come on. Try unplugging it and putting a jumper wire in the plug to complete the circuit. Second guess: if the car is rusted, check the wires in the trunk above the wheels.
