there shuold be one under the hood of your rav4, either on the hood itself or on shroud at raditor

i am thinking might be fan belt is slackening ,u need to tighten the belt up

First be sure to note the routing.
there is a tension pulley (check the diagram stiker on hood or crossmember) using a serpentine belt tool fit the correct socket on center nut of tensioner and pull to release tension. If tensioner will not move either way or does not spring fully back replace.
