If drivers wiper arm will not move by motor operation and can be easily moved by hand ( with wiper on or off ) suspect disconnected/broken linkage. If wiper arm will not move by motor and takes effort ( With wiper on ) by hand... suspect seized wiper pivot
Either the wiper arms are loose or stripped on the pivots or the wiper linkage is broken. Try tightening the arm to pivot bolt. If that doesn't work, remove the plastic cowling and examine the linkage. You can buy new linkage for it.
When you tried to move the wiper with the ice it probably broke an inner componette and connecting rodes from motor. You'll haft to inspect the rodes and motor to know what damage is done but it you can move the wiper easily by hand it's definitly broke. If it is real hard and dont want to move it might be jammed and you might be able to move it alittle to move it back into place.
You may want to remove the cover over the wiper nut and tighten it down. Make sure you don't exceed the torque settings. The nuts have a tendency to back off causing the wipers (or one wiper) to slip.
The wiper motor must be directly linked to the passenger side wiper, and the driver side wiper gets its action from the passenger motion. probably the linkage from passenger wiper to the driver side wiper must be the problem. Under the dashboard you can check it, the linkage must be snapped off. (safety first)
take the cap off the bottom of the wiper with a screw driver and in most cases the nut under the cap is loose take it to auto zone or napa and ask them to take a quick look for you because they install wipers for free
