It may be a bad pressure switch or refrigerant temp sensor.

I know this is super late, but I hope this is useful to someone. The power steering pressure switch could be bad. The Reatta's computer will automatically shut off the AC pump if it detects the pressure is up on the power steering system, so the engine doesn't bog down. You can disconnect it until you find a replacement, to restore your AC functionality.
I figured this out because my Reatta has the CRT system, and I was able to directly access the computer system to see that the switch was stuck low, and the AC signal wasn't being sent from both the body and engine computer.

1990 Buick Reatta, can anyone tell me where the Temp controle module is?

Does the AC have a charge in it, that would be the common reason for no AC in this year. Temperature control module?? no such part.

Ac clutch always engaged on 1998 buick century

If you turn the control on the dash to off and the compressor is still running, the relay is stuck or the clutch has failed to release.
You should be able to unplug the compressor clutch and stop it too.

Why would the car start but cuts right back off?

Probably your security system:
PassKey I, and II
Similar to the VATS system, these vehicles also used a pellet key. You can identify this system by looking at the key. It has a black resistor pellet with a thin metal edge running along the key. The system enables the starter, but shuts down the injectors after initial startup. So the vehicle would start, then die. This system has a "relearn" feature. It was used on these vehicles

Riviera/Reatta 90-01

Is the security light coming on? Are you using the factory key with pellet inside? Do you have another factory key you can try?

"Service A/C" dashboard light

This light indicates the AC compressor is turning off and on (cycling) to often in a set period of time, this is caused by a low system charge, you need to have your system checked for leaks and then topped off, in most cases the light comes on before the system stops cooling.
