There is a good chance that you may need a new module or seat heater element.
Power and GroundBattery positive voltage is supplied to
both front heated seat modules from the rear fuse block IGN 3 Fuse.
This voltage is used to power up the heated seat modules allowing the
heated seats to operate only when the ignition switch is in the
ON position. Battery positive voltage is also supplied at all times to
the left front heated seat module from the LF FRT HTD SEAT MOD fuse
located in the left rear fuse block and to the right front heated seat
module from the RF FRT HTD SEAT MOD fuse located
in the right rear fuse block. This voltage is used by the modules to
supply power to the seat heating elements. Both modules are grounded
through the module ground circuits and G307.

There is one fuse for the system in the under seat fuse center as you already know, that is the sole protection for both front power seats and there is no relay under the hood in the power distribution box, so you either have a broken wire in the power seat to body harness or a defective switch control for the power seat. Probe the wires to the power seat with a 12 volt test light ($5.00 from any auto parts store) and work you way up and down the wire harness, the heavy gauge wires are the power seat motors, start at the main connector under the seat that connects the body harness to the seat and see if you have voltage there, the test light will light up if you do.
