The Security features are installed into the ecu at the dealership. you can unplug the battery for 15 minutes and then re connect them this resets sensor codes and such but im pretty sure that your problem will still persist. i know for a fact that even if you replaced the ecu the security features will not let the vehicle run without pairing the new ecu with the existing security features.
I would definately think its the security. Look for a light somewhere near the dash that says SECURITY. Thats a dead give away. I think on the park avenue its in the middle of the dash above the radio. Check out this site, it explains the whole SECURITY thing, why your car isnt starting, and solutions to fix it yourself for cheap.
CODE PO717 IS - A/T INPUT SHAFT SPEED SENSOR LOW INPUT CONDITIONS.YOUR INPUT SHAFT SPEED SENSOR COULD BE DEFECTIVE.CHANGE FLUID + FILTER IF IT HAVE NOT BEEN CHANGED IN A LONG PERIOD OF TIME.
The factory security system (VATS/PassKey) is dying. You can find a great write-up here: http://newrockies.ca , it was the only thing that saved my Park Avenue.
No you should not cut the wires to the security system.If you have another key try it first.If that doesn`t work then you will have to get the code from the body control module.This will help in diagnosing the problem.Could be an ignition lock cylinder or B.C.M.This is why it is important to get the codes.

Don't know if your car has a security system, but it may be your key. There is a very tiny electronic piece on the key of my Buick Park Avenue 1995. If damaged, it may activate/desactivate the security system randomly.
