Although I am not familiar with this particular engine my son's Mazda Miata had oil in the plug holes and it only required a new valve cover gasket to fix it.

Oil on plug in cylinder 6 ,can that causes misfire?

IF you have a misfire you need to get a scan tool on the car to see what fault codes are being generated and what irregularities with the engine operation show up.
An oily spark plug won't be the cause of a misfire. If the plug is very heavily oiled up it may not generate a spark and you will run on one less cylinder. If you are down a cylinder on a 6 cyl engine you would definitely feel it but all the other cylinders would fire normally unless you had a misfire issue with the engine.

How do i change the spark plug seals on a 1996 chrysler lhs

Using a spark plug socket and a long extension, about 12", remove the 1st spark plug. Once the plug is loose, it can be lifted out.

Changed plugs and plug wires and now it wont start? i checked for spark off the distributer all 6 were good?

if your engine run before you changed anything, and you are talking about a 3.0 engine,
you have to be careful changing wires on this engine,
you need toonly change one wire at a time, the distributor cap on this engine is just stupid.
if you look under the cap you'll see that a wire on the one side of the cap actually has a contact that leads to the other side of the cap.
cly 5 cyl 6
cyl 3 cyl 4
cyl 1 cyl 2
front of engine

if your looking at distributor cap from front of engine,
two screws hold down cap.
look at the screw closest to the front, from that screw second hole to the left is #1.
firing order is 123456
#2 wire will be at that front screw on cap, keep installing wires counter clockwise.

Location of oil drain plug

Bottom passenger side of oil pan. On the side of the pan. It is a metric bolt and the pan is aluminum, be careful not to strip plug when threading it back in.

2000 chrysler concorde no spark on #2 cylinder

If it ran good prior to spark plug replacement, then yes, I'd be looking real close at the plug wire to that particular spark plug. Perhaps it pulled apart inside boot upon removal. It may even be an indication that they are all getting weak, and time to think about a new set if it's originals.
