There is a heater valve under the hood, it has the coolant hoses going to it and then out to the firewall into the cab. This valve may be bad OR the small hose that tells it which mode to be in is off or it has an air leak. Your truck may not have this valve (depends) you have a blend or mode door located inside the heater/ac blower box. The door may not be working, same look for a vac. hose to be loose.

My heat doesn't work on my 1999 Cadillac Deville

Start with the basics, check to make sure you have thermostat, h And the heater hoses. On a lot of the older cars. This would help prevent the older car from over heating. Just a suggestion.

1999 VW Passat AC/heat doesn't work? The belt broke this summer? I was told should still blow heat even if no belt?

If you are talking about the belt for the ac compressor, yes the heater should still work.
If the blower is not working, you will need to have the blower motor checked for voltage and ground.

I have no heat for my 1999 ford taurus. My ac works but I have no heat

fill your radiator, if that doesn't fix it then your heater core is most likely dead.

If air conditioner system not working cause 1999 Mazda 626 2.0L to overheat

No this wont cause an overheat problem. Check the coolant level , check to see if the fans come on after it heats up. when the car is warming up you can check the thermostat, by touching the top radiator hose, after a few minutes the hose should get hot, this indicates that the thermostat opened up and is working. If it doesn't replace the thermostat. If it doesn't over heat until you start driving , then suspect the water pump. The impellers can slip on the shaft and not have enough flow to keep it cool.
