First check fuses. Then check wires. Then test switch.
After all these are exhausted you can think about replacing the fan. It ain't easy.
Get a Bently Workshop Manual as it is quite involved. Also get a fan replacement clip set for reassembly.
In a nutshell, the fan is encased in the air distribution box (clever, eh?) and that is buried behind the dash... which must come out!
Then you have to split the box by cutting it open at the seams, replace the motor/fan, and reassemble with the nifty clips and then reassemble your dash.
If it sounds like too much fun, you are right. I lived without a fan for years for this very reason.

My daughter has a 99 Beetle GL and the A/C and fan went out. It's the A/C haeadunit that needed to be replaced. The switches short out and you have to replace the whole piece. VW charges about $225 for the part Hope that helps

Underneath the glove compartment on the passenger side is a cover which must come off,2 plastic screws holding this cover.Underneath you will find a 5 pin connector[big plug] connected to a white connector in the blower fan housing.This is called the fan resistor which controls the blower fan speed.Unclip the resistor out the housing and renew.Your problems should be solved..regards

Your problem is located behind the ignition switch.Remove the covers of a steering column behind the steering wheel.There is 5 or 6 wires around on black or white plastic switch.Change it.ATT ! Before removing the steering wheel disconect the battery and wait for at list 10 min. to deactivate the SRS airbags.
