Had this happen once on a 2001 duramax. Cleaned and tightened all four battery connections (both batteries) took care of it.
Most modern day instrument clusters are loaded with electronic components. Some of these can start causing problems as the vehicle ages.
There are numerous repair places across the country that specialize in speedometer repairs. Enter "Chevrolet speedometer repairs" on Google.
Unfortunately, you will likely have to remove the cluster and ship it to one of these places.

If
all voltages checked ok, then most probably its faulty instrument cluster board
on which gauges are connected. Yes if cluster circuit board looks ok, then also
it can be faulty. Somewhere there is minute short or burn on board then such
problem arises.
Also
check the fuse box. One under hood and other under dash.
Inspect
each and every fuse and see if all are fine or not.
