Where is fule pump at on a 1985 ford ltd - 1985 Ford LTD

For the water pump, that means the water pump needs replaced-the seal is shot when it drips out the "weep hole". The hole is there to let you know the inner seal is gone.

maybe 4 gallons is not enough in that big tank I would consider say another 20 gallons before I looked for more problems

It is in the dash, under the heater.

There will be a fuel pump relay , and maybe even a fuse.
I am not sure where on your F250 , but most likley in a fuse/relay panel in the engine compartment.
Exact location should be easy to find on line.

This model should be fuel injected, therfore the pump is in the tank. The pump is accessed by a round plate in side of tank hear the differential cover. The outer ring turns counterclockwise to remove. If the tank has more than 1/4 of of fuel you will get covered in full. Be safe!!

Do you have fuel pressure at the fuel rail? If so the fuse and pump relay should be good. Is the fuel filter 10 years old and clogged up? Do you hear the fuel pump start when cycling the ignition on and off. Probably lost a fuel pressure regulator or fuel pump. If you got fuel your no start could be a number of other ignition issues.

I would check fule pump relay... Doe u hear the fuel pump runnning briefly when u turn the key on at first?

relays are a common thing to replace.. That woudl be first thing i would check. next step if thats not it is to see if the fule cut off switch has been triggered by hititng hard bumb or accident.. that usually cutts pup off all together so it wont even try to start

their is a rest on most ford vehicles in the trunk under the trunks side panels or by tail lights  if its tripped  you wont get any power to the pump  has a red button just push it  to rest it   

There is a lift pump in the fuel tank
