Bad seal. Rebuild the Carb with a new kit and make sure you have no extra parts. You should be able to get a carb rebuild kit from your local auto parts store.
These carbs are infamous for that. Use a spring loaded inlet seat assembly 31-560, or Grose' jet and install a pressure regulator adjusted to about 3 psi. Float set a 5/8" drop. All the tightening and sealing and fuel levels won't change anything because the problem is pressure related and the only vent is through the tube in the throat of the carb. Some have gone so far as to add a "ground tube" to the fitting on the bottom of the bowl, but not a good idea.
I rebuilt mine recently and had the same issue. My carb kits came with solid needle assemblies. I put my original spring loaded needle assemblies back in the carbs and the dripping was 100% resolved.
