You should have coil over stuts/shocks. On the rear you will have to put a coil kit on, but the front is ready to be changed. All you have to do is replace the air shocks with normal shocks with coil springs/helper springs. You can normally find these kits at auto supply stores, but you can also find them online, and possibly eBay. Make sure to shop around before you make a purchase. Your other option is to replace your air bags with lifter shocks. You would run the air lines to a convenient place where you can air them up manually. This would allow you to change the height of the car and the ride of the car. But this will make the "Cadillac ride" become more of a truck feel. Hope this helps you with your decision.

My 89 sedan deville starts and then cuts off like its not getting any fuel is the fuel pump bad plus i ran out of gas about six times before that happen

You could get a buddy to turn the key to the on and off position a few times while you hold the valve stem on the fuel rail on top of the motor to get the air out of the lines. It probably has a air lock int lines

89 cadillac deville - both climate control and fuel centers are blank. Fuses are ok. any ideas

Those service windows are lit by tiny halogen lamps. Unfortunately, they can be a bear to get at. You will need to remove the front of the dash to gain access to the lamps. If you decide to do the job, do yourself a favor and replace ALL of the lamps while you have the dash apart.

How to get off fuel tank hold strapes, bolts are rusty and turn freely but will not come out. metal line coming out of tank/pump is leaking just before high pressure line connects. its on my 1991 cadilac...

If you have enough room under the car, put a wet towel by the rusty bolts and around the area. You will have to saw off the rusty bolts. The wet towel will catch sparks coming off the saw blade. Cut off the leaking metal-line, and replace with a good hose.
You could get new metal straps for the dealer.
