I have a problem with my fiat Palio 1.2 clutch, the clutch pedal is normal but when I press to change the gar ,the gar is not moving

the clutch allows a break in torque so that you can select the next gear required. You have to move the gear lever to get the next gear
if the gear lever doesn't move then the problem is in the gear selector / levers and not the clutch

Gear box selection only 1and 4 on my fiat punto

It sounds like the external gear linkages and bushes are either worn or have popped off, not an expensive repair. Use somebody you trust I have heard countless times of people ripped off for gearbox replacements when in fact it was a cheap easily replaced part. Do not rule out an internal problem though, gear selector forks can bend and break. Try the cheap option first.

Where is the selector cable bracket located in car?

A selector lever is any lever that changes or cycles between different options; the shifter in a car with an automatic transmission is one example of a selector lever. ---------------------------------------------------------------------------
