When was the last tune up? Hard starts when cold are usually caused by fouled spark plugs, worn plug wires, or weak ignition coils. Fuel systems are not as effected by temperature changes as the ignition components.
Timing belt being off one tooth will not cause this problem but rather loss of power and hard starting all the time,
in the cold it will not start, the engine will spin but wont fire is this correct?
There are many things that can cause this, a little testing will be needed, the first thing that comes to mind with the ford and cold weather is the coolant temp sensor, it give computer a false reading and can cause hard starting or even no start, a scan tool would be helpful to see what temp it is give computer. The best way to narrow this down to to check for spark when it wont start, a weak coil in cold weather will cause this problem or bad coil wire to cap, but if you can see if it has spark and let me know, another test is to check fuel pressure, to see if it is getting fuel, and the fuelpump relay,

a bad engine coolant temperature sensor will cause cold no start conditions.your coolant sensor main sensor during cold start condition because when engine coolant cold PCM will cause rich fuel mixture for cold start up when engine coolant and oxygen sensor warms up cause engine goo in close loop lean mixture.but coolant sensor is the main information sensor if bad it will cause many problems.
how cold when this happens? is the choke adjusted properly, is the battery in good shape and spins the engine fast, weak battery is single biggest cause of hard starting in cold weather, if the battery is good it really zings the motor fast. are u using the proper grade of fuel and the fuel is fresh? using higher Octane than recommended will cause a hard start in colder weather. This advice comes from 45 years of owning and repairing my own Japanese bikes.
very common change the temp sensor for the computer. it thinks it is warm when it is cold and doesn't inrich fuel like a choke would. causing to have a hard start. good luck
Get a tune up and especially have your injectors cleaned. Most FI vehicles have a cold start injector which if they are dirty could cause poor starting conditions when the vehicle is still cold
