Is this a 92 Jetta like you describe or a 02 Jetta TDI? If it's a 92 Jetta, I can almost guarantee the ignition switch is bad. Common failure. They're cheap, but require special tools and experience to remove.

please RUN the scanner/computer for easy diagnostic. You can have some Ignition Coil+cables+sparkplug+sensor,+PCM or BCM+ etc, faulty.
see the diagram.

try a different key, the light will come on and stay on if the tumbler is not reading the resistor in the ignition key.
if that doesn't work try to start car, then don't turn key off leave it in on position for about 10 until the security light goes out, turn key off then try to start again.

check the rubber boot on the oil light switch as it could be full of oil inside the boot causing the light to stay on

Its simply you light switch is failing

Sounds like the low/high beam relay switch is not functioning properly. The relay should turn both high and low beams off when the ignition is turned off.

Sounds like the immobilizer. Does the key light in the dash stay on when you turn it over?

Immobilizer is the code that the key has (it's actually a radio frequency identification or RFID chip). If the key code doesn't match the car code, the car will turn over but won't stay running.

If this is the problem, you'll need to take the car to a dealer to get the key recoded.

99 vw passat 1.9tdi was driving sound but just died just turns but wont fire up

Your problem sounds like the glow plug relay is faulty. It sees to be stuck in the closed position. It is mounted on the fuse board.
