What do you want to check? If there is an issue with one rocker then the covers should be taken off and the Gaps checked with the engine off and rotated with a wrench to the correct position. The old mechanic trick To check which one has the issue you can put a thin wooden Schrank, stick or metal bar to the rocker cover housing and put the other end to the groove in your neck behind your ear lobe this will transmit the sound through your ear bone, move the bar to each rocker position on the housings. The one or ones that are the loudest are most likely the ones that need adjusting or replacement.

Well, 18 volts is an issue. And can cook your battery. Proper voltage range is 13.6 to 14.2 volts
The lower the voltage, the higher the amperage so 18 volts is doing nothing as far as charging but is doing alot towards ruining the battery. Have both checked. The battery could have wasted the alternator. good luck. I bet your battery needs lots of water. If so, it may already be trash.

14 ft/lbs first pass on all then an additional 30 degrees for all on final pass ..by the way 1 bolt flat to the next bolt flat is 60 degrees so all nuts get half a bolt flat final torque if ya wanna throw caution to the wind torque it to 16 ft lbs and be done with it. lol these specs are from gm ok. good luck and ps the intake pushrods are shorter than the exhaust pushrods and there is no clearance if you get them in wrong an apprentice found this out 3 years ago and a lot of people saw what happens lol..good luck

as long as the oil system was primed and the lifters are full tighten each rocker down until it is snug enough that you can't move it with your fingers.put the valve covers back on and run the motor for a couple minutes. then run the motor with one of the valve covers off at a time. it can be a little messy but this is the best way. as the motor is running loosen each rocker nut until you hear chatter then tighten it back down until it stops plus one quarter turn. this is the best way I know to make sure they are just right.
