SOURCE: 99 corolla headlights won't come on

That sounds like a bad earth/ground fault, the earth connection is enough to make your multimeter or what ever your using register but not good enough to make the headlights work.
Try and locate the common earth point for both headlights and clean then reattach it.

fuel pump in the fuel tank note that all ford are equipt with cut of suitch (interuptor) located under dach board in case of colision ,towing, ect.....this electrical devise wil stop the flow of the fuel to prevent car fire

Check the headlight relay under the hood in the fuse box. They will stick when they get old. The diagram in the fuse box lid will tell you which relay is the horn, headlights, etc.

you need test the fuse+horn and adjust the small screw+wires for bad contacts, loose or corroded, relais clean the contacts, voltage of supplier with VOM+button for dirty or faulty. see the diagram and fix it.

I have a 2003 Ford ZX2, and I think I had the same problem before, I think it is a fuse somewhere. I believe that the breaklights and dash lights are connected. My dad is a mechanic and I will check with him.
