There are springs, ratchets and pawls inside. Pull it all the way out, and if it doesn't return, then the spring is broken. If it won't pull out, then the ratchet is broken. Take it apart and look. Easy to buy a new one, or get one from a breakers yard.

It is a known issue

SOURCE: 1989 toyota camry 232000miles Runs rough at idle

YOUR problem is the carby acc pump and idle jet ...... what you need to do is remove airfilter and take the top off the carby and you should see a small ball and spring under gasket ...when you open the throttle it will pump petrol to the small pick up jet and the other jet will take over ...clean out carby jets and rebuild and that should be ok

Automatic seat belt does not work

Every mechanical part on the car will fail with use or time. Your car is 21 years old, meaning it has outlived its intended useful life by over 100%. The return springs in the belts have worn out, like all springs do. The cost to replace them is no doubt more than the value of the car. The lion's share of its model year brethren long ago met the crusher, what you should be wondering is why all of the other parts are still working at this advanced age. Consider yourself fortunate, you get to drive a testament to the longevity and quality of the Toyota.
