There can be a lot of reasons for over fuelling. Reasons like a clogged filter, a faulty sensor or a faulty fuel injector.
I would suggest you get the vehicle plugged into a diagnostic system or an obd2 scanner. There are plenty of cheap, (Very Basic), OBD2 scanners available to buy online. This could give you some error codes that are clues to the reasons for the over fuelling.

HI, MY KANGOO 1.4 2005 PANELVAN IS FEEDING TOO MUCH PETROL TO FUEL RAIL

It sounds like there is an issue with the fuel system in your Kangoo 1.4 2005 panelvan, specifically with the amount of fuel being fed to the fuel rail. Here are a few potential causes for the issue and steps you can try to troubleshoot:
  1. Fuel Pressure Regulator: The fuel pressure regulator is responsible for controlling the pressure of the fuel being delivered to the fuel rail. If the fuel pressure regulator is malfunctioning, it could be causing too much fuel to be delivered to the fuel rail.
  2. Fuel Return Valve: The fuel return valve is responsible for controlling the flow of fuel from the fuel rail back to the tank. If the fuel return valve is malfunctioning, it could be causing too much fuel to be delivered to the fuel rail.
  3. Fuel Pump: The fuel pump is responsible for delivering fuel from the tank to the fuel rail. If the fuel pump is malfunctioning, it could be causing too much fuel to be delivered to the fuel rail.
  4. Fuel Injectors: The fuel injectors are responsible for injecting fuel into the engine. If the fuel injectors are clogged or malfunctioning, they can cause too much fuel to be delivered to the fuel rail.
  5. Fuel Filter: The fuel filter is responsible for removing impurities from the fuel before it reaches the engine. If the fuel filter is clogged, it can restrict the flow of fuel and cause too much fuel to be delivered to the fuel rail.
  6. Engine Control Module: The engine control module is responsible for controlling the fuel system. If the engine control module is malfunctioning, it could be causing too much fuel to be delivered to the fuel rail.
It's recommended that you take your vehicle to a qualified mechanic to diagnose the problem and repair it. Some of the above-mentioned components may need to be checked and replaced, and they may require special tools and knowledge of the vehicle

ON MY 2004 Chevrolet Silverado 4X4 5.3 IS MY FUEL PRESSURE REGULATOR SUPPOSED TO HAVE A VACUUM HOSE ON IT

The fuel pressure regulator is inside the gas tank , it's part of the fuel module . No vacuum line inside the fuel tank .

The Fuel System is a returnless on-demand design. The fuel pressure regulator is a part of the fuel sender assembly, eliminating the need for a return pipe from the engine. A returnless fuel system reduces the internal temperature of the fuel tank by not returning hot fuel from the engine to the fuel tank. Reducing the internal temperature of the fuel tank results in lower evaporative emissions.
An electric turbine style fuel pump attaches to the fuel sender assembly inside the fuel tank. The fuel pump supplies high pressure fuel through the fuel filter and the fuel feed pipe to the fuel injection system. The fuel pump provides fuel at a higher rate of flow than is needed by the fuel injection system. The fuel pump also supplies fuel to a venturi pump located on the bottom of the fuel sender assembly. The function of the venturi pump is to fill the fuel sender assembly reservoir. The fuel pressure regulator, a part of the fuel sender assembly, maintains the correct fuel pressure to the fuel injection system. The fuel pump and sender assembly contains a reverse flow check valve. The check valve and the fuel pressure regulator maintain fuel pressure in the fuel feed pipe and the fuel rail in order to prevent long cranking times.

REPLACEMENT of a fuel filter on a 1997

    cd7cd12.gif
The fuel filter (1) is mounted next to the fuel pump module (2), on top of the fuel tank (3)

The fuel delivery system uses quick-connect fittings. The fuel filter mounts to the top of the fuel tank.
    1. Properly relieve the fuel system pressure.
    2. Disconnect the negative battery cable.
    3. Raise and safely support the vehicle.
    4. Place a drain pan underneath the fuel filter to catch any spilling fuel that will result from disconnecting the fuel lines.
It may be necessary to support the weight of the fuel tank with a block of wood and a floor jack. Once this is accomplished, loosen, but do not remove, the fuel tank strap bolts. Allow the fuel tank to lower just enough to access the fuel line fittings at the fuel pump module.

Disengage the fuel line quick-connect fittings from the fuel pump module

    02627d0.gif
Be sure to place a drain pan underneath the filter line fittings to catch all fuel spillage

Locate the fuel filter in its mounting on top of the fuel tank. Detach the quick-connect fittings from the chassis fuel supply tube and fuel pump module by squeezing the quick-connect fitting retainer tabs together and pulling the fitting assembly away from the fuel line nipple. The retainer will remain on the fuel tube.

    df40422.gif
Using a 10mm socket, remove the fuel filter mounting bolt ...

    e9542f8.gif
... then remove the fuel filter from the top of the fuel tank

    1. Remove the fuel filter mounting bolt and remove the fuel filter from the fuel tank.
    To install:
    1. Install the fuel filter on the top of the fuel tank and tighten the mounting bolt.
    2. The fuel supply tube (to chassis fuel line), return tube (to pump module) and fuel supply (to fuel filter) tube are permanently attached to the fuel filter. The quick-connect fitting ends of the fuel supply and return tubes are of different sizes.
    3. Apply a light coating of 30W engine oil to the nipples of the fuel filter.
    4. Push the quick-connect fitting over the fuel line until the retainer seats and clicks into place. Be sure the retainer tabs have locked into the case of the fitting.
    5. If necessary, raise the fuel tank and tighten the fuel tank strap bolts.
    6. Lower the vehicle. Start the engine and check for leaks.
