My 2005 Hyundai Tiburon rises to about 5-6 thousand rpms when started. The exhaust in the front near the engine glows red when running. It also bogs down at about half throttle.

Oxygen sensors are usually located in the exhaust system. Assuming yours has the V6 engine you have 4 fitted. They are labelled in the attached photo.

Yes this is related to the exhaust but you will need to have it fixed.

Also I will give you a procedure on turning the check engine light off.

You might try removing the battery connectors for five minutes and replacing back.

If the codes do not disappear, please you might have to get a scanner to do that.

if there's water coming out of the exhaust pipe its a head gasket but it could be a bad thermostat and when your car gets to a certain temperature the fan will come on and cool it off

2003 Hyundai Tiburon GT randomly drops RPMs

drops anywhere from 500 to 2000 RPMs. ??? don't understand what you're trying to describe. First suspicion - throttle position sensor. Go to http://www.hmaservice.com/ and register (vehicle by VIN). Afterward, you'll have access to technical information (manuals, wiring diagrams, service bulletins, etc) about your vehicle.
If you don't want to do this, then I recommend you take/tow the vehicle into a Hyundai Service Center (dealership), pay the diagnostic fee. They will tell you EXACTLY what the problem is and what's needed to fix it (parts, labor, tax, time-frame, etc.).

This generally indicates a vaccumn leak, or sticking idle air control valve.
