It has electric power steering. Check fuses and read ODB codes with a capable scanner to begin troubleshooting. Electric power steering repairs can be horribly expensive.

That would be clock spring. When the itermediate shaft was disconnected the wheel was apparently allowed to turn, and when the steering was re-connected the clock spring was too far turned one direction. You will have to have the wheels turned straight ahead when you install the new one or this will happen again. The new one will come with installation instructions, be sure to follow them.
Quite often the 60AMP maxi fuse is blown, usually from jump starting the vehicle. Check the fuse first. There are also at least 4 different technical service bulletins from Chevy relating to steering hard to turn. This model uses an electric motor at the base of the steering column for the vehicle steering. 3 out of 4, the electrical motor assembly needs replacing. A few are safety campaigns and will still be covered even if your warranty has expired. I would have it diagnosed at a GM dealer first to see if it is still covered.
sound like your steering wheel lock is engaged.... just give the wheel a hard tug when your turning the key... and what did you mean by "the key isnt stuck"?
There is a known issue with the power steering motor for some of the HHRs. When you turn the car off and back on it will probably reset, for a few minutes, days, even weeks... However, if it continues to fail, the motor, which is on the steering column under the dash, will need to be replaced. You can do it, but you may want to contact the dealer first for warranty coverage.
This is a known problem with the power steering which will probably
require replacement of the power steering motor. The HHR uses an
electric 12V DC motor to provide the power steering force, and they have
started failing.
GM is recalling the Cobalt and other vehicles for this issue, but not
yet the HHR. If you are out of warranty, you will probably be
personally responsible for the cost of diagnostics and replacement.
You will probably need to contact your dealer unless you are able to
replace the motor yourself. Sorry.
