VSS - vehicle speed sensor maybe . Take an have it checked for DTC'S - diagnostic trouble codes . Not auto zone or advance . Need professional scan tool to check all the modules on the vehicle . insturment cluster , BCM , etc.... The computer needs VSS input for the transmission to shift right .
Do you have any other problems with the vehicle ? Transmission shifting problems , fluctuating idle etc... The vehicle speed sensor does not control the speedometer directly , it is an input to the PCM/ECM - engine computer .
Speedometer
The IPC displays vehicle speed as determined by the PCM. The IPC receives a class 2 message from the PCM. The Vehicle Speed Sensor (VSS) discrete signal is pulled up to ignition voltage in the PCM. The IPC uses the VSS data received from the PCM and a software program to determine the proper vehicle speed to display.
To tell what is happening a factory scan tool needs to be hooked up to check serial data communications between the PCM an instrument cluster . Also could be a bad stepper motor for speedometer , GM had faulty ones back in that year.

Maybe the speedometer connection at the transmission might be interfering with the shift lever at the transmission. Not sure if this would apply to the 2002 Neon but on some older model cars I believe it could happen. Just a thought.

Speedometer and Odometer
The Vehicle Speed Sensor (VSS) is a gear driven permanent magnet generator. The vehicle transaxle houses the VSS. The VSS generates a sine wave output with a frequency proportional to the vehicle speed.
The Powertrain Control Module (PCM) converts the CKT 389 signal to an output that switches to ground at a frequency of 4000 pulses per mile. The CKT 389 signal drives the speedometer and the odometer. Various other vehicle components use the CKT 389 signal. Refer to Engine Controls.
YEP YOU NEED VSS SENSOR HOOKED UP SO TRANSMISSION CAN SHIFT RIGHT.AND SHIFT TO OVER DRIVE AT SET SPEED. YES YOU NEED TO SEE YOUR SPEED TO KEEP FROM GETTING A SPEED TICKET.DONT UNPLUG IT.
If the speedometer doesn't work, then it is your VSS (vehicle speed sensor) and if the speedometer does work then it is your TSS (turbine speed sensor). If the computer doesn't know both the vehicle and transmission speeds, it won't shift out of 1st gear.
Mounted on top of the rear differential housing,facing up and slightly forward is a speed sensor that is common to go bad,this is the Vehicle Speed Sensor (VSS).Replacing it is pretty easy,or it can be tested.There is also a PSOM mounted up under the dash (Programmable Speedometer Odometer Module),and these also are known to go bad.Ideally,a scan tool would be available to look at the VSS reading in the data stream.If the vehicle computer is SEEING a constant and steady vehicle speed signal FROM the VSS,then you know the VSS is functioning properly,and the problem will likely be with the PSOM.If the vehicle computer is NOT seeing a vehicle speed signal from the VSS,then you know it's a bad VSS or the wires to and from it.Good Luck.
