If possible, pull the horn relay, use jumper wire on switch side of relay, right side in diagram. If the horn sounds, it's not the fuse. Sometimes these diagrams don't post, for some reason? good luck
Sounds like the horn itself is shorted out. You didn't mention if the blown fuses were a result of using the horn. A horn in construction is an electromagnet acting on a diaphram; if the electromagnet develops a short, it causes an overcurrent condition and will blow the fuse.
The horn fuse for this 2002 ford f150 is located in the engine compartment fuse/relay box , heres a diagram of that box , i circled the fuse for the horn, it is in location f1.7. hope this is helpful. also you may want to check the horn relay thats also located in the same box and i circled that also. have a good day.

Locate horn in car, and check the wires leading to it. If they are attached, then check the fuse box. The fuses are labeled under the lid. Check to see if the fuse is bad. Remember fuses are themselves not bad, so if another fuse blows, there is a problem with the wiring or the horn is bad.
Go to the wiring on the horn andd run it back to the fuse box. Replace the fuse or "hot wire" system and see if the horn works. It is also possible to ware out the horn by constantly reminding drivers how poor their driving is. I use to sell for a living and drove 60,000miles per year. I burned my horn out 2 times. Good luck
it is doubtful the horn fuse is the problem, it is more likely the clock spring contact under the steering wheel, the fuse for the horn is located in the underhood fuse box,
