Power is becoming intermittent fast slow whilst walking the power caddy is slowing down then going back to set speed if I pull back on handle it goes back to set speed
SOURCE: Wipers only work on fast
The common way of controlling wiper speed is to use a 'tapped' resistor that supplies reduced voltage to the wiper motor on all but the fast setting.
They have to dissipate a good bit of heat and are subject to failure; I think yours has done that.

Sounds like the catalytic converter is plugged, have a muffler shop check it, they will most likely not charge a fee.
SOURCE: lack of power when climbing hills and slow to pick up speed
It sounds like your vehicle needs a major tune-up. Try putting in some fuel injector cleaner gas additive and a new air intake filter.

It sounds to me that you've been running very rich (which explains the backfiring) for awhile. This is usually caused by bad oxygen or mass airflow sensors. Over time, the rich condition fouls the spark plugs, which further harms power. The excess carbon in the exhaust as a result will clog the catalytic converters and choke the engine. This will cause you to have drastic power loss and backfiring.

Reduced engine power is just like a safe mode. First things first, clean your throttle body. It's possible the butterfly is sticking. Disconnect the battery, clean your throttle body with throttle body cleaner, must be nice and shiny. When finished, drive around for 20 minutes or so with all accessories off. This will allow the computer to relearn a properly functioning throttle body.
