SOURCE: location of turn signal flasher for 1997 Buick skylark
the flasher is behind the dash where the steering column goes. It's hard to get at and harder to remove. They just can't make these things easy, can they?
SOURCE: buick does not start when theft system comes on
I had the same problem with ours...
It ia a faulty ign switch lock (the sensor) > Expensive part >
Temp fix;
remove the cover underneath the steering column and locate the thin white flat (3) wire (runs from the ignition key lock down to a connector.
After starting the the car , dis-connect the connector under the dash that the Ign lock goes to , after that the car should start everytime.
You will need to replace the lock assy. if you want to fix this correctly ; I have been using ours for (6) months > no problem except the "Theft System " light stays on -

REPLACEMENT
The hazard flasher is located forward of the console on all N-Body vehicles. The turn signal flasher is located behind the instrument panel, on the left side of the steering column bracket. Replace the flasher by unplugging the old one and plugging in the new one. Confirm proper flasher operation.
The flasher is located behind the dash (trim removed for clarity)
