I have a 1990 Oldsmobile Cutlass Ceira with the 3.3 do i have to pull the engine to replace the timing chain and gear and how long would it take

Generally speaking, eight cylinder engines have the top gear dot on the bottom and the bottom gear dot on the top - facing each other.
You may want to check a repair book or shop manual for your specific engine.

This engine it does't have a timing belt it has a timing chain.

If the car has high mileage, it is quite likely that the cam timing has changed due to a jumped timing chain or gear...depends on which engine it has?

Check the Relay Pack located to the left of the radiator (standing in front of the engine) there are 3 relays together, the one closest to the radiator, is the Cooling Fan Relay.

Your cutlass has a timing chain, not a belt. A chain doesn't have regular replacement intervals.

timing chain, also dont need to replace unless 180,000 or more miles. is it making noise.

There is a dot on each of the gears one on the large cam gear and one on the small crank gear.The crank gear dot on the teeth of the gear should point to the 12oclock postion straight up then the one on the cam gear point sin the 6 O clock position so the dots meet each other then you put the chain on the cam gear then around the crank gear then bolt on the cam gear the dots should still be lined up with each other.this puts the engine in the #4 firing postion

put the dots together, pull out num 1 plug bring num 1 piston up too top dead center on compression stroke,
