Your problem suggests that a component in the ECM or IP is overheating and failing, which then goes away after it cools down. It's not the fuse. You need to jump start the diagnostic cable. First you need a battery of 9v and short the + and - terminal to the diagnostic cable. Then you will see smoke. After that it should work fine.

Does your speedometer work ok? There is a sensor on top of your rear differential that provides a signal to both the abs and the computer(speedometer uses the signal from the computer) This sensor goes out pretty common.
