May be some wiring problem but you can fix the problem with the help of service and repair manual with diagram which will provide you step by step help to locate and fix the problem easily and you will get the manual from the given link https://toolsnyou.com/
Was the van in for repairs recently? Have you looked around the engine compartment at all? There are several harnesses that wrap around the engine. It's possible one of them is soaked with oil (or not) and has shorted against the block. You don't want to waist too many fuses trying to find the short. I recommend a short finder tool to locate the source. If you don't have this tool a test light will work but it will take longer. Clamp the light's lead to battery power and connect the probing side to the fuse terminal (leading to the short). Wiggle each section of each harness until you see the test light flicker of go out. This should help put you in the right direct or the source. Let me know if this helped or if there is anything else. Good luck.

It appears that it is part of the fuel pump circuit, so I would concentrate on wiring harness & connector at fuel pump, clean it real good, and apply dielectric grease to the connection, as well as the fuel pump relay, connector & harness.

I'm curious, does this vehicle have an alarm/remote starter? If so I expect the installer didn't wire it correctly ... it was an all too frequent issue, with inexperienced installers we had .... I would first suspect any add-on device first (if any) ... In answer to your question ... I know it does have a relay (Starter solenoid is a relay and built onto the starter) As far as it being a relay or the IGN switch ... I'm skeptical.

It looks like the wire circuit for the wiper motor is touching the car body when shaken so the only thing you can do is shake the wires and terminals yourself while engine is running then maybe you can pinpoint where the earthing is.

hmm. lt look like there are poor joints in your wiring specially the groung wire. check the diagram of your auto. check the unit diagram for which the fuse blows. usually the fuse blow when there is a short circuit. if you look around you will find it.
good luck

check the battery cables for wear and make sure they aren't grounding out on the frame you have a direct short and that is more than likely where it is
