Question about 2003 Lincoln Navigator
Sending unit is bad, sending unit , I would advise replacing sending unit and fuel pump together.--- even though fuel pump is still working , it is old. and could go out ! and you only want to the job 1 time. I guess you know these parts are in the fuel tank? the new strainer will come with new fuel pump. some cars also have a external fuel filter under the car body, you do NOT want a dirty fuel filter with a new fuel pump, it is a big job pulling the fuel tank out of cars. do your research before starting the job. very few cars have a panel where you can get the fuel pump out of the car , without taking the fuel tank out of the car, and yes you do have to take the fuel pump out to replace the sending unit, which sends the signal to your fuel gage. a word of advice let your fuel tank be almost empty, you do not want to lift a lot of gas as it weighs around 8 pounds a gallon, again do your research before you start this job. NOTE , reset your trip indicater to keep track of the miles you drive so you do not run out of gas. until you get parts replaced GOOD LUCK. Tom

SOURCE: fuel gauge problem
The nature of the gauge is that it should behave with a linear taper between full and empty. If it works when full but then malfunctions as the level drops, the variable resistor in the sending unit which is housed along with the fuel pump in the gas tank is almost certainly at fault. The sending unit will have to be replaced to fix the problem. Expect this to be an expensive endeavor.

The most likely culprit is the sending unit in the tank. They are relatively easy to change, as long as you don't have much fuel in the tank. It's a mechanical unit that has a float that raises and lowers with the fuel level, however with age, the floats can develop leaks and no longer float, of the electronic portion of the unit can go bad and not register the proper level. They are replaced and an entire unit, so it doesn't matter which happened, you will need to change the fuel tank sending unit.

Definitely the gauge can be changed, provided the float in the fuel tank is OK, i.e. no leaks. This float connects to a potentiometer which records the current flowing thru it and displays it in the gauge. So before replacing the gauge measure the current and match that against the quantity of fuel in the tank...............sodeep

Youre gauge is controlled by a plunger in the fuel tank which is attached to the sensor and the fuel gauge. it sounds like when the plunger goes down half way its either getting stuck down lower then it should. Needs replacing. Any mechanic can do this install for you.
