Freelander td4 bmw engine will not start

The engine will not start found one fault code in ecu, fuel pressure implusablity, tested the lower presure fuel pump which is ok, tested the fuel pressure sensor which was ok, tested the high presure pump,which wsa ok, tested if the ecu was sending a pulse to the injectors which it is, tested the camshaft postion sensor the results are as follows, with the plug off connecting to leeds 1 & 3 ignition on the reading was 12v, with the plug on connecting to leeds 2 & 3 ignition on the reading was 12v but should be 5v and cranking was 12v but should be 0.5v. does the mean that the camshaft sensor is fault or the ecu cos there is no fault code in the memory for this. any ideas thanks andy.
