May want to also check your wiring from the fuse panel to the different components that are giving you the problem. I think that you may have a pinched wiring along the way to all the components.
check that you are putting in the right amp fuse, it may have blown before you got it & someone may have just put in what they had but slightly to low, say a 15 instead of a 20, it does happen?
Without any schematic diagram it sounds like the ECM has a short in it or something the ECM is connected to. Without a schematic for your particular car it is difficult to tell you the EXACT proble. Blown fuses means you are overloading the fused circuit. Just make sure the fuse is the correct size. Thats the best i can do with the Information i have
Good luck
Check exactly when you do have a blown fuse as you are driving and in turning or as you driving normally. Also check the wires between E.C.M and Engine. The fuel Supply cuts off surely as soon as the E.C.M Fuse is blown because the fuel supply is going through the E .C. M.
90 Safari van 4.3 engine EMC fuse keeps blowing, found white wire
going to the injector grounded out, solved my problem.

Did you insert same valued fuse i.e. { fuse rated 15APS with same fuse}.
Check OP'S & voltage of the Alternator = 13.7 V DC - 14.8 V DC MAX.
are you sure NO internal shorttings inside the ECM.
