With the VIN number a locksmith may be able to get a key code and make you a new key or you may have to go to the dealer for the key code to take to a locksmith. Hope this helps.

Technically you don't. You may be able to have the lock cylinder replaced and a new key cut at the dealer from the VIN number.
The new key has to match the old chip.

Lost both sets of keys on 93 model deville has a chip on key to start engine

you will have to go to the dealer for this fix. They may be able to cut you a key from the VIN number. If not then a new ignition lock and key, then it will have to be programmed to the computer.

So you have no crank no start correct. Three possible items to check : ignition switch,neutral safety switch, starter relay. and if applicable starter interrupt relay.
