My 96 stratus has no compression no spark but seems to be getting fuel, cant get the damn thing to start. no bus comes up on dash, problem began from running out of gas

If you really have no compression then you might as well forget it your engine will not run without compression. you said your getting fuel how did you verify it did you install a pressure gauge at the fuel rail, you should have at least 36 PSI. Also check your sparks by pulling one spark plug wire and check if you have spark while your cranking the engine. this is a two man operation make sure you insert a screw driver of right size to the end of plug wire put metal part of the screw driver close to any metal part observe the spark you should have a whitish spark while the engine is being crank. if all is well and you have good compression the engine should start. good luck

You need to give more info .Like the dash lights don't even come on or the started is turning over but it just wont start . There are so many variable's in a vehicle not starting . There is no way anyone can help you without knowing those things. You may not be getting fuel or you may not have spark your battery could be dead I mean the list goes on and on.
An engine needs 3 things to run...air, fuel, and compression....but they also need to happen at the correct time. If you have verified that the engine not only has enough fuel pressure to operate the injectors, but that the injectors are firing. That all of the spark plugs are getting fire, and that each of the cylinders have enough compression to run. I would think you have to check your timing marks.
Check the ignition shitch. I just had the same problem where i had no fuel pressure or spark and my dash lights woulldnt ight up when i turned the key to the on position and it to was a 96 blazer.
Ignition timing could be off, the plug wires and firing order may be scrambled, there could be a large air leak into the intake manifold, the EGR could be stuck open, the fuel pressure is too high and flooding the engine through the cold start injector, the MAP or MAF sensor is faulty, very dirty fuel injectors, idle air control valve defective, the engine coolant temp sensor is faulty (stuck at full hot).
The bus system is the high speed info network the computers use to exchange data. changing plugs and things wont help. you need to get dodge or a good mechanic to diagnose your fault with a scan tool
