Question about 1999 Saturn SL
Check the engine mounts... they may be dry rotted...

Check the front upper mount (right side) it supports all of the engine weight and the rubber will fatige causing metal to metal contact inside the mount, this makes it vibrate bad at idle and causes the dash to rattle.
Also check the lower trans mount on support frame near left side wheel.
This is assuming the engine is running well and idleing correctly.

That might be an inherent part of the design of the saturn engine, all the 4 cylinders I've driven are that way. I think it has to do with the balance shafts and the way they made the engine. If you can find a friend (or trusted stranger) with a very similar car, ask them if their car does it too.
