I have a 2003 Lincoln LS V8. The left low beam headlight went out. When a new one was put on, it didn't light up. It only flickers. The fog light, which was working is out and the horn is not working. The wipers work at a crawl. Is this a relay problem? The fuses were checked already.

After putting a voltage meter and checking the voltage on the fuse box on all three boxes (trunk, alongside the passenger door and under the hood) I found that alot of the fuses are inactive. check the fusebox, mostly fuses are uite easily recognizable by small icons similar to the icons on the switches on your dashboard, find the one for lighting and verify if it is still proper. If not, replace it.
either the headlight switch is defective or the dimmer is, it can't be anything else, do the hi beams work ok, have you tried wiggling the dimmer switch to see if the low beams flicker?
First place to start is with headlight switch. I did have a case many years ago when both high beams were blown out at once, but this is rare. When you have the headlight switch out, jump power from te low beams to the high beam contacts. If high beams come on, replace switch.
