First check fuse in engine compartment. Use a test light to check for voltage at the fan connector. If no voltage at fan with engine running and hot, replace fan relay in engine compartment relay box. If there is voltage at fan, but fan doesn't run, replace fan. Any questions, please reply.
If she paid someone to replace her radiator she should take it back. There are temperature relays around the fan I believe and the fans are not working. These are right in the area of the radiator. Someone must have disconnected the fan or the relays were failing before the radiator was working. Either way, the car is not cooling and she sought a solution to that problem. She was charged and the problem is worse. Go back to the radiator place.
If the gas and spark are known good, then it must be air or timing. I'd say the timing belt is broken. Does it turn over especially easily? That's what it was like when my timing belt broke. I could get it to say "chuff" sometimes, but it wouldn't start.
