For a 1990 Cutlass Ciera the flasher is located behind the ashtray but it is not accessable without first removing the plastic panel you see once you remove the ashtray.

It can be in one of two places. If you have the Owners manual, it will help locate which relay does what. There is a second fuse panel that contains a few relays on the passengers side footwell. Look by the back of the glove box, side wall. The second place to look is under the hood. The plastic shield the covers the windshield wiper motor shold have removeable clips or screws. If they are located under that shield, they usually lable it as so. You may find it there. I hope this helps.

If not in fuse panel, take ash tray out, unscrew ash tray assembly and pull out. The flasher is on the right side of the ash tray right up front.
