The Heater box under the dash has a vacuum operated diaphram the moves the gate in the Box for vent selection.....Try moving the gate arm manually to see if You can get desired vent............

This sounds like a difficult ask. Can I ask why your ground moves? I think that in such condotions the best thing to do might be to concrete in, at some depth, some posts, maybe 4ft down and concreting them in. Can't really think of a method that might compensate for ground conditions. Sorry to prattle on but II am intrigued, are the gates close to a residence, if so was any geotech
carried out to test the soil?

check if release is dry ,dirty, no lube on it, are cross leavers moving freely that do the un locking , look over cam locks on the end of the gate that they move freely give them a good spray with lube, and spray into latch body in the gate.

Check if it has stops anywhere in the system, usually there are micro switches that are activated by arms, etc that tell it how far to open and close. You may need to adjust them.

Looks like the gate was broken after the tenant moved out as most vandalism occurs to vacant property and a broken gate would surely have been seen by anyone entering the property. No way to win this one. They did the inspections and recorded the findings.

sound like your waste gate is stuck open, you can unhook the small hose and apply 25 to 30 psi and check the movement of the waste gate,it only moves 0.40 of a in that not a whole lot, so just watch your movement of the rod, Thank you and I hope this helps you
