You find the flasher on the steering column. You have to remove the cover located between the steering wheel and instrument panel. There you find the flasher.
Before replacing the flasher check the wirings to the flasher.

flasher relay is in the #10 location (7.5A fuse), also #21 location (15A fuse) in the power distribution box that is under the hood.

Were is the turn signal flasher located on the 1997 Ford Explorer XLT? I have been unable to locate it and the Owner's Manual contains no information on the location.

They are usually located right on the fuse board where the fuses are located, it is a square or round looking component mixed right in with the fuses look on the back side of the fuse panel cover there should be an ID diagrag showing the flasher's location.

The 2 fuses are no 10 (7.5amp) and no 21(15amp) in the interior fuse panel.The flasher is located on the base of steering column under dash. See this this pic find connector c214 on bottom 3rd from right.
