Check fuse 19 in underhood fuse box. Check for battery voltage coming into the MF switch on the red/light green wire. Then check for battery voltage on the white/yellow when you turn on the fog lamps. Next, check for battery voltage on terminal B16 in the relay socket after pulling the fog lamp relay

There seems to be a problem on the power side. You should have at least one terminal at the relay that is hot. The switch activates the relay and transfers the power from the "live" terminal to the hot lead to the lights. Good news is you can completely disconnect fog lights and make your own harness (including a relay) and use a push button or toggle switch on the dash, just like the aftermarket add on lights use! (and it's likely cheaper and more reliable than the original setup)

I retract my entire solution, having not read correctly your situation. You may simply have lost a body ground wire.????

In my 99 Cherokee it was the switch itself. Bought one online for about 20 bucks and it took about 5 minutes to replace.

I have a simular problem. Only mine does not some on. I tried to replace the turn signal switch assembly with a used one. The replacement work ok on the fog lights but the rest was bad. As near as I can figure it, the switch assemble is not well made and had many ways to go bad. Either replace the whole assemble or wire in a bipass switch. I am going to go with a bipass switch. I don't trust the new jeep products.
