Some cars are designed this way. Either the doors are not wide enough at the bottom to accommodate the size if the window, or they made the opening smaller to make it so a small child could not fall out of the window. Many vehicles have rear windows that only lower half way.
you could but that won't stop a current draw on the left lamp wire , anyway they are probaly fed in series so either both will go on or both off so i think the fault , if there is one lies in the wiring loom . check your owners manual for the 'parking light' setting keep me posted if you wish
