If you are talking about gearshift moving from Park to Drive there is a safety lockout under the dash on the brake pedal lever,
But to go into any gear the Torque converter must make pressure for the transmission to use. In short, you could have solenoids correctly working but have no pressure flow inside the trans. Most transmissions have an external plug or line which a gauge can be inserted to read the pressure.
Or perhaps a tooth or more is worn in the differential and parts are turning but not engaging.

I have almost 30 years rebuilding transmission, use to own an AAMCO, the number one trans of all time that I have rebuilt have been the taurus. It is not your shift solenoid, it would still move and have reverse (reverse does not use a solenoid. The shifter cable could be a problem but I doubt it. It would be very loose if it was broken.
Check your fluid level running and not running, If it si the same level, your pump failed. In any event you probably are looking at a Major repair.

on the bottom of the transmission pan you will find a nut with a hex or torx in the middle you remove the center plug when the truck is hot and running on a level serface the trans fluod will dribble out if it does not dribble out it is low if it runs out fast a steedy streem it is over full now their is a part that screws into this for a fill if you remove the pan you will see how it works the pan has a pipe/ stack that when full of fluid the top of the pipe is at the full point if you remove the large nut the stack and plug will come out the best way to change the trans fluid is take it to some place that has a fluid exchange equment this will get all the fluid out including the torque converter

This is a sensor issue. It can be from a couple of different sensors. The VSS, or vehicle speed sensor is the main one. Loose or faulty wiring can cause it, a faulty PCM can cause it, or the Throttle Position Sensor can cause it.
