Question about 2001 Volkswagen Beetle
Could be dirty abs sensors attached to your brakes. I would clean them with brake parts or elecronical cleaner.
Other possibility is a faulty ABS system.

SOURCE: Hydrolic Air Pump Abs Light
Very common on these models is the fuse link in the top of the battery cover (40A) cracks. Costs a couple of pounds but indication on code reading is ABS pump failure.

New plugs and wire doesn't have anything to do with the EPC light. EPC relates to your electronic accelerator pedal. Have your car scanned for codes (DTC), then you wouldn't have to guess and replace functioning parts.
